I painted my scale truck, not a tuber but it has a full rollcage. First i primed it with self-etching primer (used for 1:1 cars) then i just used the same rattle cans i used for the body. It does scratch of in a few spots, but it is easy enough to respray it.

Sure, you can use any type of paint, really. But hobby paint, especially if it is enamel, may tend to chip off rather than just get scratched. If you go with a paint made for metal, such as Rustoleum, you are going to get better adhesion. Remember to clean the frame very well before you start, too.

From the stuff that I've painted that metal, just normal 1:1 scale automotive paint can work.
