What is the best way to narrow a lexan body? Should I paint before narrowing it? What kind of glue do you use to put it back together?

Shoe-Goo. Available at Wal-Mart or any hardware store. I paint before cutting.

That's how I've seen it done, and take multiple falls of off 15'+ cliffs straight to the body and have no problems.
I've been working on a Bronc' body for a few days and have been using Glass Resign w/ hardner and 6oz glass cloth. It's turning out really good. Stiffens up the body nice in the bonding area and can hold the seems together perfectly. Not as quick as ShooGoo, but should turn out to be a lot more permanent/durable.

Shoe goo works really well for this. I have used it for 3 rubicon bodies now for dovetailing it. It allows for a little flex in the body, which is good. Lexans tendancy is to bend and absorb the impact. If you use something that will make the body more rigid it is more likely to break or crack.
