Default Axial Rear Straight Axle Question (Part#ax30421)

I searched and only found mention of it but the question went unanswered. I recently purchased Axial Aluminum lockouts and Axial Straight Axles (PArt#AX30421). The axles came with 12 assorted washers. I'm assuming these are shims? I found the PDF for the ARTR kit that comes with the lockout and they do not use any washers in the assembly. So the question is, do I? Or don't I need to use these washers. If so what for?

Mine went together nice and tight without the shims.

If ya need them though, thats what they're for Placed on the outer part of the axle, where the flange is located on the inside of the aluminum adapter.
