That's like asking if a 22" tire will fit a 19" wheel...

Like they said above, 2.2 tire will not fit on a 1.9 wheel since the ID of the tire is .3" bigger than the OD of the wheel. As far as 1.9 tire on a 2.2 wheel, I have seen a ton of different tires stretched over a ton of different wheels. I would say find some you like and just try it. It wont be easy but it does sometimes look really cool.
