Default Machining question

So I received my 13mm endmill to attempt to bore out the bearing retainer in the axle to accept a 13mm bearing. I unfortunately don't have easy access to a milling machine so I'm attempting to do it with a drill press and a vice.

I want to make sure it's perfectly centered in the bore. Since the endmill flatcuts it won't self center like a normal drill and a pilot hole. My thought was to get a 13mm drill that will hopefully center it, lock down the vice then use the endmill? I have extra axles but with Axial plastic parts having supply issues I don't want to destroy too many.

Maybe center it up with a 5mm bit run through an installed bearing, then once your housing is secured, pop out the bearing (or only install the outer bearing and leave it in while you cut the inner seat) and go for it with the 13mm? That's what I'd do anyway.

Didn't think to use a bit run through installed bearings. Use that to locate everything then lock it all down.
