Default KIT Shock question.

I have tried everything I know as far as filling these shocks and I can't seem to get all the air out. What am I missing? This ain't my first rodeo filling shocks but it is my first time with out a top bladder. I saw where someone posted a Team Associated bladder that is supposed to fit the cap is this the answer?

Put the shock piston in the half way position (or close to it). fill about 3/4 of the shock with oil. move the shock up and down a few times slowly (all the way down), but don't allow the top of the shock piston to breech the top of the oil. let it sit for about 15 minutes, this shouldn't be to hard to do if you are doing all 4. After the 15 minutes move the shock up and down again, to verify no bubbles, fill to the very top, install cap. If you have bubble, let it sit for another 15 minutes, if you still get bubbles your bottom seal is bad.

Amazon.com: Team Associated 89352 Shock Rebuild, 16mm: Toys & Games
I used bladders and vented the caps. I figured the kit comes with two sets of caps why not. So far so good and they are smooth all throughout.
