I would almost bet that that was the upper deck to a parking structure...hope nobody was underneath that.

He was way overweight had way to much sand in the back, it was a parking deck.

Right before it sank in the snow changed colors alittle it looked like.. maybe he helped it along by digging the plow into the surface?
