Default help identifying something.

Anyone ever seen one of these? it has different scales on each side.
The little wheel on the bottom turns the dial. I was thinking it was for measuring on a map? Made in Germany. There is a wheel on the top to reset the dial. It has numbers on it as well.

What he said. There is a version for maps, but the scales are different.
