Check the fuse or relay?

Since you can hear the relay working that means that there is power to it but no power is reaching the horn assembly. Check the wiring from the relay to the horn assembly. It is possible that you have lost the ground connection on the horn.

If he's hearing the relay engage that means the fuse is good.

Check ground at the horn then look at the relay.

I have an 89 Cherokee that's lifted...if you lift it and get a mean bumper then you don't need a horn if they don't move just hit them but in my other Cherokee I have one time my horn stuck and wouldn't shut off so I ripped the center of the steering wheel out because I was mad

But no Cherokee I own has a working horn I might have to check this thread and use your guys ideas
