Default Vendor ads

Question:
The banner ads at the top... do some vendors pay more to have multiple ads or more displays of their ads or is it random?

Suggestion:
Can we have a page that displays all the vendors banner ads in one list? Like a link off the home page?

Why:
Sometimes I see an ad I want to read/view AFTER I clicked on another link and can't seem to refresh/luck out my way into getting the ad back.
