Now that I've been a member for 30 days and have the required amount of posts, do I just start a new thread in the vendors market posting something for sale?

Yes, and remember, it must be approved by a moderator before you will see it......and that can sometimes take more than a day....especially around the holidays.

You cannot post anything in the Vendor's market without a Vendor's Star. You should be able to post in the For Sale Section.

The system is on automatic. It runs a daily scheduled task and once it sees you are at the limit, it gives you access

We don't manually approve you to the classifieds, the system takes care of that, we have plenty of other work to do to take care of the site ;)
