I found this thread in a search for the same question. Adding/Editing a profile pic isn't an available option.

Question: Do you have to donate/support/pay the forums somewhere to get those account options? If so, who do I pay?

The ability to have an avatar is reserved to paying users. However, the rules seem to have disappeared after the recent forum upgrade....
