Why is it that in the 2.2 class rear wheel steering is disallowed?

You have to be more specific. 2.2 scalers with rear steer are class 3 vehicles. A comp crawler with rear steer is either unlimited or super.

I'm answering about 2.2M & 2.2s class comp crawling... as in any sport there are rules/specs to try and keep competitors on a even/fair playing feild.. other than above reason I can't give you a a reason why rule-set for 2.2m & 2.2s class was written how it is... however with dig and duel esc's we get along fine with out 4WS.

2.2 unlimited class is the class for you if you'd like to run 4WS @ USRCCA comp.
On a club level they might allow you to run 4WS just to have you out for a fun day of competition crawling.
