Default Most inexpensive LIPO charger/balancer

As the title says, I was wondering what the most inexpensive LIPO charger/balancer currently is. Any help would be much appreciated!

And how recommended is a balancer?

Cheapbatteries.com's Elite 5i and it's a awesome charger check them out.

Chris used to offer a discount to RCC members on the charger without
110 v the power sourse it made it a insane good deal.
