Default TINY PLASTIC TUBES IN FX-R HARDWARE BAG. What are they?

Nothing in the directions or the on line video. Sure it`s a dumb question, but they must have some purpose. 1/4``x 1/16``

I believe they go over the capacitor leads before you solder them on.

I think the tiny ones are for the capacitor wires, just to cover up the bare wire. They seem to work good for them.
