Default 17.5 to 13.5

I am running a 17.5 Xcelorin motor. If I put a 13.5 rotor in this motor, it would now be a 13.5 turn?

No, you will still have a 17.5 since the windings are in the can and the rotor is the magnet. However, putting in a fresh rotor could improve the performance a little tiny bit.
