Does both the red light and green light stay on at all times even with brand new batteries and as the batteries lose their juice the green light dims and once the batteries are fried, the green light goes out leaving only the red light lit?

i asked this ssame question last week or so and everybody said both lights are always on on their radio also. Mine has done this since i got it, and doesnt matter if you change batteries or not.
