The number of turns refer to how many times the wire inside a motor is wrapped around the armature, or in the case of a brushless motor, the stator.

General rule of thumb is the higher the number of turns the slower the motor will turn with a given voltage while outputting a higher amount of torque.

So high turn motors = high torque and lower wheel speed
and low turn motors = lower torque and higher wheel speed.
