Default HH BRXL motor leads

I'm setting up my xr10 with 2HH 454pullers and a brxl. I've got everything soldered and now that I'm checking with my multimeter. I don't have any power at the motor leads. I'm also not getting any beeps from the motors for programming. I believe due to the power not getting to the motor through the leads. Continuity is there. Just no power. Any suggestions and/or help?

Is the radio on?
Is the battery charged?
Is the ESC calibrated to the RX?
Is the ESC set for brushed mode?
Does the steering work (trying to rule out radio issues)?

Radio. Yes
Battery charged. Yes
I can't calibrate due to no beeps from motors
its a brushed only esc. No?
Steering works.
