Ummmm....yes.....BUT, there are ground/surface radios & airborne radios. Usually the TX & RX are specific.
With 2.4ghz, there is not as much issue, but with the older AM & FM radios you really should stick to the correct application.

The radio does not care what you use them in, the FCC does though.
A speed control is a speed control.....a servo is a servo......no matter if they are ground bound or airborne.
Usually you CAN'T mix surface & airborne radio bits, thus if you have an airborne TX you HAVE to buy airborne RX's.

I've always wondered this...whens the last time the FCC walked up to a bunch of guys with radios and RC cars and asked to see the radios and see if they are ground or not. Have always wondered if they even know what to look for.

They don't patrol but if there is a complaint filed they will follow up and investigate. Usually it's not a problem but the bigger issue was with AM or FM bands, if you were within a couple miles of a model flying field you could possibly "shoot" down an aircraft and cause some damage people or property in that area.

I had plenty of experiences with the FCC as the compliance officer for radio communications on the public safety band. (For transit and emergency comms). They can be pretty tough if they are on your case.
