I have tried a couple different cheap servos and they work fine but my new Futaba S9157 still just continues to go back and forth with out any movement of the Tx.

Are you plugging it in with the black or brown lead towards the outer edge of the RX??

If other servos work, then it sounds like a bad servo. Did you get it used? Did someone try replacing gears in it? (to the best of your knowledge) It sounds to me like someone didn't catch the tab on the pot inside the servo, and it just goes around until the pot gets pushed left, then goes back around until the pot gets pushed right, and so on.

Brand new from Tower hobbies.
Brand new 3PM-X Tx and Rx so only one way to plug the servo in.

Yep, it sounds like you got a Monday or Friday servo. Contact Tower, they are pretty good about warranty issues.
I will admit, there are times they say to go direct to the manufacturer rather than through Tower, depends on what the item is.

It has been more than 30 days since I bought it hopefully thats not a huge issue. bought on 9/23/11 I was waiting on all of my parts to actually assemble my Wraith kit.

I learned a valuable lesson with Tower Hobbies, always check what you purchased when you get it dont wait lol.

The problem for me has been either the BEC or the lame attempt at soldering it. My servo works fine when I use the esc without the bec.
So back to the shop to check it out.

Also the tech at the Futaba help line was an arrogant ass but he was correct.
