Hum money will always be a factor when you are on some what of a budget.
As for the Mamba/RR2 I don't think you can go wrong with that. As I have been reading the Motor Thread and John from Holmes Hobbies suggested the Mamba 25 and the Hyperion z3013. So I have around $160 just in the combo as I had to upgrade the shaft for the 3mm pinion.
As for battery it is more of what you prefer, if you read the battery threads some suggest Sub C's and some like the 2/3A's. I am going with a 2/3A 6 cells of 1400mah and it wasn't that bad. A lot of Scalers suggest this set up as it is easier to hide however you may or may not suffer because of the decrease in weight distribution. If you don't have the tools you can go to Cheapbatteries.com and I custom ordered a 6 cell pack for $25.00 and I don't have to worry about putting it together yourself. And it includes Deans plugs as well.

So I would suggest reading the different threads and asking around just like you are doing then depending on your application you will then need to decide what battery config you would like to go with.
