Default Rc4wd timber wolf widener question

Hey guys, in the pictures u will see that the nut that goes through the wheel, is actually a larger diameter then the hole in the wheel, should I just drill this out? I am assuming they're wideners, I didn't order them they came with the timber wolf I purchased

I have that same wheel widener kit, I just drilled the wheels out that I was going to use them on.
