Question Brazing/What is the cheapest and easiest way?

My tools are minimal at the moment (I don't even own a Dremmel)
What are the bare essentials to start brazing...
ah and I do live in Japan so if you send me URL's from the rest of the world it maybe useless Ebay from Hong Kong maybe OK... I would like to know the required specs for the brazing tools needed .
other questions:

Would you say its very difficult?

How do you go about designing a tuber chassis or is it easier to copy
existing designs ?

Is there a way to see some drawings or plans for tuber builds?
