on all the trail/scale rigs i have see they all have a small shock goin the servo to one of the steering hubs. whats it for

It is the representation of a 1:1 steering stabilizer. Some of them you see are functional, some are fake.

Definitely not needed for a scale rig, but some people like to add them for looks. Just personal preference.
