1. I haven't done much metal fab and I want to put a round flat spot on one of the edges of an aluminum hex bar. Without going into too much detail, I am mounting a spacer on one of the corners and need to know what type of cutter/bit to use. Would a forcener bit work? Or is there a mill cutter/bit that would work better? I will be using a drill press and a cross vise. 2. Also, what is everyone using to notch the ends of tubing for a cleaner joint when building a tube chassis? 3. Is it possible to solder/braze aluminum rod together? Nothing really structural just to link 2 pieces together for bracing instead of screws.

Sounds like you want a counter bore in the side of the hex to fit a round spacer into? Aluminum is relatively soft and woodworking bits can usually be used to cut it... That said are forsner bits made that small (I'm assuming you want about a .250" bore) The proper bit would be a center cutting endmill in your drill press. Brazing aluminum: I've had good luck with "alumiweld" for brazing (soldering) aluminum. I just use a propane torch.

I have no clue what you are asking for. I do understand the tube notching ?. I use a 6" grinding wheel to miter tubing. But I weld not braze.
