I use the Superbrain 959. I think it's decent AC/DC peak charger with multiple current and voltage adjustments for under $50.00. Some people aren't very fond of them but I'm happy with mine for the money.

I have an SB 959 - no complaints here either. Cheap off the 'bay, and it does the job. A couple 959 tips for you if you end up w/ one:
When you plug it in, make sure the 12 volt leads are clipped to the cord apart from each other. I had persistant error messages when I first plugged mine in, I think this was the reason. No issues at all since I clipped them to the cord.
If you are charging multiple (more than 4) packs one after another, it'll get a tad warm. You'll need a PC fan or something to help keep it cool. I rarely do more than 4 in a row, but I've never had it thermal on me.
Tower has them for about the same as I paid on Ebay...

Would depend on what you call a "college budget"... I use a Duratrax Piranha charger.. AC/DC, 4/7 cells, .1-5 amps, programmable profiles... Not sure about the US cost but I paid $80 CAD for it here...

I currently use an Integy 16x4 and a Triton. Both have done a very good job for me. Hyperion has some DANDIES. Get a hold of Johnrobholmes on the board,he can hook you up.

Make sure before you choose a charger you know what it is going to be used for.....

Try and get a charger that is digital,,,,,,that is important...
