For a college student budget the TQ3 (yes, your T Maxx radio) is your best choice, you can mod the TQ3 yourself using a 3 position center off switch. This will let you run a winch later on.

For a scale rig that might see water and at the same time is easy on the budget, a brushed lathe motor is hard to beat.

For an inexpensive ESC, look into the VR16 MOPED, or for a waterproof ESC, look at the LRP Runner. It's a bit more expensive than the MOPED, but like I said, it's waterproof.

Dig on a scaler?

I'd prefer a winch on my scale rig.
