Prep is everything...
I usually clean with windex, then a mix of dish soap/water, then window cleaner again.
Sometimes I'll scuff the surface on the inside, almost always when I paint the outside.
But you gotta be REAL careful when you spray acrylics over lacquers, the solvents in the acrylic enamels can cause the lacquers to soften, wrinkle, or even lift.
Water based/water bourne acrylics are generally safe over anything, but are susceptible to weather, and polllish that well.

Remember to top coat those with a clear for "on the body" schemes, and back them with rattle can black or silver, when painting inside the body.
