Default Hard body painting

My friend is working on a rc4wd hard body. She washed, primed, and painted. The paint is acting weird, something I've never seen. I've seen reactions that cause bubbles but not fogging. Any ideas.

Fogging or blushing is caused by excess humidity. Speed of drying needs a pickup. Either more reducer or dehydration after spraying
