rules - dont understand neither my english teacher :-(

My english isn't perfect but I went thru the rules without problems to this point:

2.1.4 -

Winching down of the axles is allowed. The winch line must be attached within a 1/2" of the center of the axle, and by a single attachment point only.

Can somebody translate those sentences to ordinary english ?
Some pictures may help.

To expand on Fishmaxx's explanation, the reason for locating the cable attachment point within 1/2" of the centre of the axle is so that you can't artificially articulate it with respect to the chassis.
