| Does this qualify as a class 1 flat bed?

Does it cover more than half the tread of the tire? Can you post a pic from above the bed looking down at the tire from a straight angle or a picture from the back looking directly down the side of the truck? If it covers it's a legal flat bed. If it doesn't, it's an illegal pinched/narrowed bed. That's my understanding of the rules.
