Question powdercoated wheels - remove paint to glue?

I picked up a set of RC4WD white powdercoated wheels on fleabay and just wanted to know if I should remove the paint to glue the tires on. Nothing is mentioned on the RC4WD site for these wheels so I don't really know. I would guess not, but I'm not sure how well the powdercoat sticks to the metal.

Also, I take it from reading here that folks with alloy wheels drill a couple of of holes in the wheels for venting? This is going on a scale crawler but good traction would be nice

Thanks for the answer, but if I glue the tires one with the paint on the wheels, and the paint comes off the wheels, I'm left with using a Dremel and a wire brush (and a couple of hours I'm sure) to remove the paint and glue, so I'm just trying to find out before diving in. Luckily I haven't had time to glue anything otherwise I may have actually tried it already.

powder coating is baked on, not just painted on....i had to use a torch to remove the powder coating on my crawler tube frame....so if it is powder coating on those wheels the glue should stick to it good enough.........bob
