I don't exactly understand how the angle cut works. Are you saying it leans the foam into the wheel which puts pressure on the opposite side and holds it in place kinda by squeezing the wheel?
Grab the tread of a tire and pull it sideways. The foam with a full shoulder will get pealed off the wheel slightly and the inner foam will spring back at first chance.

With the angled foam the inner foam will get pushed into the wheel instead of peeled off of it.
