Default Bloated Look?

How do I get this type of "bloated" tire look? https://www.youtube.com/watch?v=-gZmT4tZVR4&t=130s

I want to do this with Proline KO2s, preferably with Traxxas method bead locks. Do I just stuff large foams (regular size due to the K02 being smaller) inside the tires? And does it have much to do with tire width/wheel width?

You should go back to his YouTube channel and ask him your question. I subscribe to his channel, and he responds to your questions. Real nice guy.

Wider wheel on narrower tires is all.

I think the "bloated" look that you see in that video is primarily due to the RC4WD reverse wheels. That said, there are basically two sizes of 1.9 crawler wheels currently on the market, narrow .750 wheels and wide 1"+ wheels. I run 1" wide wheels pretty much exclusively and CI recently released a line of wide 1.9 foams which will give you the bloated tire look but only when you use a wide can style beadlock wheel such as the VP 1.9 Method 105 wheels.

Those look to be the RC4WD 1.9 Deep Dish steel wheels, which are actually 1 1/4" wide. These are extra wide rims, as apposed to the most common size of 1.0". I think wide foams would enhance the look better.
