is there any way to soften up a pair of tamiya rock cruiser MTs

Never really tried but Mr. Badger just recomended Buggy grip for Rock stompers. This may help as well.

turn it inside out and take some rough sandpaper and tear away at the inside of the casing.

Oil of wintergreen (available at a good drugstore) brushed onto the tread surface full strenght and allowed to soak in for about ten minutes before running works.

If the compound is crap, then no extra work to make them "softer" will have any effects. It's about the compound that really makes the tire work.
