Default Safety Silv 30?

I just got back from my local welding store and picked up some safety silv 45 yesterday and came back to get more but the guy only had safety silv 30. Would this be fine for 3/16 solid rod? I assume the higher the number the more silver there is which means its stronger but for what were doing would 30 be OK?

It would work fine if you are using a hot torch, like a Smith Mini Torch. To get it to flow well, you would have to heat it up more. I typically will build with Silv 45 and then do detail work with Silv 56.
