Easiest would be a larger spur and smaller pinion. Other option would be a higher turn motor.

id go 21t motor..
still has a bit of pep in 2nd gear while still able to do some crawling in 1st.

my 2 cents.

We dropped a stock motor setup down to a 20t pinion, and it's WAY better for crawling. Another $5 idea.

I'm running a 19t it's the smallest that I could fit and still have it catch the spur.

i'm running stock spur with a 19 tooth pinion and a 55t axial motor total of $20 and its crawls great now
