yes the action happens at the half shaft.
Seems it would be easiest to have a motor drive each wheel. Then you could modulate each one, like a berg.
I had built a set of TLT axles to be able to lock each rear wheel independently, along with a driveshaft dig. The turning radius is sharper with both rear wheels locked compared to one rear wheel locked and the other rear wheel freewheel or driven. I think this is due to the the relatively low weight of a 2.2 crawler.
Even with a 10 spline shaft you would have 36 degrees of actuation between pick-ups.
