Glueing tires to rims

I just got some new stock tires and they seem to be bathed in telcum powder? what is the process to remove this so the glue wil stick better? I was thinking just chuck them in the bath with my kid:)

also do you just run a bead in the groove of the rim or apply glue to the tire itself? or both?

I did search but couldnt find my answer

Use a rag/paper towel soaked in rubbing alcohol to remove the powder. Mount the tire and seat the beads. Using thin CA glue sparingly, pull the tire bead away from the wheel just a little and add some glue. Continue doing this, working your way around the whole bead. Then flip it over and do the other side.
 
Simple green removes the mold release agent from the tires, is bio-degradable, and will leave them sticky and fresh smelling :-)
