First off you need a new sig, that one comes off a little fruity.

And yeah there are rocks everywhere but the larger ones can be just a little heavy and tough to move around. The artificial rocks are lightweight and can be arranged for different lines and skill levels. Some of us live in areas where there's no good rocks close by.

Not around here it's not. So long as it doesn't drastically change the flow of water(in a river or creek) or damage the surrounding area or impact and animals they are free game. I asked an officer at the local Forest Service station in town, and that is what he said. But most people around here have plenty of rock in their yards to even want any.
