I have a battery question.

charge the 1350mah one at 1.3amps, charge the 2200mah one at 2.2amps

if it can handle a faster charge rate it'll say on the lipo.
+1, these are called "1C" charge rates. Some may be able to charge faster, but I wouldn't go nuts as that shortens a packs life. A 1C rate takes ~1 hour from "fully discharged" which means, LVC (LiPO cutoff/Low Voltage Cutoff) hits.

If you balance charge, a 1C rate may take longer if the cells are way out of balance.
 
Your charger maxes out at 5 amps anyway so no mater what your in for a good wait anyway. That charger IMO should be in the $30 range for what it does must be the name that cost so much.
 
I have noticed that when charging off my automotive batt it takes longer. I'm sure it has to do with 3s being 12.5 v when finished and my truck batt saging to 11.98 v while running the charger? takes 30-40 min longer:shock:

One thing you can do sounds a little counter productive, is to run a power inverter off your car battery and the charger off the power inverter. Running off a regulated power supply will keep your charge rates up. I had problems charging straight off my car battery, my charger would give a low voltage indicator and cut off, through the power inverter and a regulated power supply, I've stopped all my charging problems in the field. I'm sure this isn't very efficient as far as power consumption is concerned, in other words you are going to use more juice out of your car battery doing the same charge, but you should be able to charge faster and avoid other voltage fluctuation problems as the voltage on the car battery changes during charging.
