Internet and phone issue

I changed my internet and phone about 10 months ago and have had nothing but issues about 8 months of it. I would say I would change back to the other guy but I had nothing but issues with them and there are only 2 internet providers in my area. I have had tech after tech out and they all say they see a issue but there is nothing THEY can do to fix it since it isn't at my house. Here is the kicker. They say the problem isn't at my house and that they can see a issue and they know I have a issue but in order to move it up to the people that they need to, to get it fixed they need evidence. I don't get it they need evidence the crap rarely ever works. I call them they can't here me most of the time cause the connection and my internet drops so much I try to go online with the PS3 and I get in and then it boots me out saying lost connection. It is driving me nuts. I have been on the phone with my dr and lost connection to him and I really need to be able to talk to my dr. I have some major back issues I am seeing the dr for and this isn't good. If I needed 911 I guess I would be screwed. Does anybody have any clue what I can do to actually get them to fix my internet and phone?
 
Sounds like the usually dsl song and dance. I've worked for bellsouth and comcast on their internet services and it's usually not a problem to get issues fixed outside of the home in this area. Whatever the problem is it must be to costly for them to fix or if it's dsl they often won't admit that you are to far out so you keep paying your monthly bill. If it's distance then nothing will ever get it working right. When I worked for bellsouth it was common for them to keep customers strung along for months by sending out techs whenever they called in to complain.
 
Its charter I am having issues with and where I live isn't really out. There are people I know farther out than me that have no issues.
 
It'd be a shame if the nearest pedestal was accidentally destroyed with a sledgehammer... or a car... or a flamethrower.
 
Stop paying. They will either fix it or stop giving you Internet, which is twat you are getting now

I have thought of all of that but to shut it off then I have absolutely no phone or internet other than my cell which has no service without running through the internet plus it doesn't hurt them. There has got to be a way to legally make them fix my stuff and get what I am paying for. I am at the point that the sledgehammer does sound really good. I have to have something to be able to get in touch with my drs and for them to get in touch with me. Especially since it is looking like at least 2 and possibly more surgeries on my spine coming up.
