It all depends on what motors you're going to run and what course length you plan on riding.
If you're going to run any kind of a handwound motor, say a 35t, I think the 350mah is not going to have enough run time.

I have the 3s and 4s Elite 450mah packs, I would recommend them, highly..
I can run a 5 minute course, with some WICKED motors that love power.

Remember, the 65c just means how fast the pack can supply current (Amps) for a SHORT amount of time.

that is true. I run a pretty tame set of 45s in my rig so I thought the 350mah would be more than enough (usually run off 200 - 250 mah in a typical 6 minute run). I was thinking the 65C would give me more punch.
 
in my experience youll actually see more noticable power/punch going up 100mah than you will increasing C rating.
id go with the 450s
 
The current you can pull from pack will be the capacity x the c rating. Take a 4000 mah 25c pack. It will give you 100 amps max. Now, most xr10's pull way less than that. I had 800 mah 40c packs. I had a 450mah 25c that would get very hot and I didn't like to run it. The 800's didn't get hot.
