lipo balance

I am new to lipos and have a question. I am charging with a venom pro charger on the balance charge opition. I run 2s lipo 1200 and 1300 and after charge I check them and sometimes one cell is at 4.21 but drops about a minute after charging. They are always out by about .02 and when runnung I notice sometimes they can be out by .08 to .10.
Is this normal or do I have a bad cell?
 
I would say that you should pick up a external balancer, got mine for 25 bucks at RPP, Not sure about the Venom charger..but if you can turn it off, give it a go...either that or next time charge it at a REALLY low rate...say .5 or so (if you can) use the balancer on the charger and post what your results are that way...I would suggest a balancer though. Mines a common RC balancer. works great.

and .02 out, isn't that bad...some of mine are .1 or so when they charge, but always come back to .01.
 
I have tried to just balance with the charger, but it won't . I have charged them a couple times at .5 and they seem to balance better. I was reading that it is bad for the cell to even go .1 above 4.20.
I think I will try an external balancer.
