Measuring tires for competition?

What method is used to measure tires to get their "official" height for use for if they qualify?

Unmounted?
Mounted but on its side or in the air?
As they rest on the vehicle? IE if they squish under the weight of the vehicle?
To the edge of the tire or to the "highest point" if it bows in the middle or has lugs that stick out/up?

Since wheel width is a factor I was just wondering how this works.
 
My guess would be mounted in the air... but I'm sure everyone does it different.
 
Jaynen, If you are refering to your new 1.9 meats, I think you are gonna have to run those in the 2.2 class buddy...

thats where I plan to run the K30 "thumbsup"
