Shock Build

Ok, here goes. I have built my share of shocks (on and off road). I was taken by surprise when building my first kit (scx rubicon) and the instructions for the shock build made no mention of how to finish the build (move shock halfway up, 3/4, etc before capping). I went ahead and filled the shocks, waited until the air bubbles came up, filled it to the top and placed the cap. The whole time the shock was fully extended. When I go to compress the shock, it seems that it goes half way to 3/4 before it locks. Is this normal? I am used to shocks being able to be compressed fully by hand. Any quick insight will be appreciated.
 
No. Less fluid. And put the piston half way in before capping.

Though I don't actually know if they're emulsion shocks or not at this point...
 
My guess, is that the shock build should be emulsion type. No bladders in the kit let alone in the instructions. I did read up that there may be too much oil in the shock which may cause the lock up, but it does not make sense when going by the instructions to fill cometely to the top of the shock.
 
No bladder means emulsion

Emulsion means foam

It also means don't fill to the top and pump em up to get the oil to foam and then yada yada...
