Shocks and Shock oil

I noticed when I was changing my rear axel housing today, that my right rear shock "sticks" a bit as opposed to having a quick rebound. Is that shock oil? Ive had the Gen 8 for over a year and never did any kind of shocks maintenance.

If it is shock oil . or lack of , how do I check? Should the oil be full?
Never worked with shocks before, so layman explanation please.

is the shock sticking or just rebounding slowly
the point of the oil inside the shocks is to slow the action of the shock so if its just that one shock isent acting like the others than it could be a oil issue or lack of oil issue in the 3 other shocks

if its sticking it could be a bent shaft mine bent vary easy but also bent back straight vary easy so no big deal but a slight bend would cause it to stick
 
Very basic way of filling the shock oil without removing the whole shock. most folks use 30wt oil.

Checking for oil - unscrew the top of the shock from the shock mounts. Unscrew the top of the shock from the shock body and check for oil.

Emptying old oil - empty old oil by turning truck upside down. hold a paper towel over the shock hole and push shock up and down to get old oil out.

Filling oil - Fully compress (push down) shock and hold it down. Fill oil just above the silver part you can see down in the shock body, push shock up and down. fill with 2 or 3 more drops of oil and push up and down on shock, repeat till the "farting" sound goes away. hold shock down and screw the cap back on the shock body.
