Its just an Oxy-Acetylene torch, though in a different shape/package is all.

I've seen it before several years ago however never used one. It looks like it may have a button on it to add extra oxygen during cutting like a standard full size cutting head.

There are other small torches available if you do not want to do any cutting with it. Like the Meco in the link below.
