Drag brake is a feature of the ESC. Like blinking lights, reverse, instant brakes, and drag brakes.

You probably ruined the ESC running it through water.

1-Is the battery charged?
2-Does the steering work?
3-When you plug the battery in, do any lights come on?

The ESC has bigger wires out of it into the motor.
The reciever (AKA "RX") has smaller wires coming out of it to various parts.

As mentioned, the "drag brake" is an electronic brake as part of a circuit inside the ESC.

What rig is this??
Do you have the manual for it, did you read the troubleshooting section?

If the steering won't work, you may have a radio issue that will not be solved with a new ESC.

It should work just fine. I bit the bullet and ordered one from a hobby shop in yorkshire because it fit the bill for the functions i wanted and at a price i could afford even with the shiping. Model sport is the name of the company they had the best price i could find. To test the reciever just plug a reciever pack in to the reciever and plug a servo in to the throttle channel like if you were running a gas truck if the reciever runs the throtle servo you would know it is the esc. I have fried 2 in my ax10 so it would be my guess with what you described but would definatly check.
